I am directed by His Excellency the Governor in Council to transmit to you copy of a letter from Mr. Davis relative to the detention by you of a letter addressed to Crawford Kerr, copy of which is attached with postage marked on it.

I am at the same time instructed to inform you that the explanation you have given in your letter of the 11th Instant, of the charge imposed by you on the package of patterns addressed to Mr. Henderson, and brought by the Ship from England, does not appear to His Excellency in Council to be satisfactory.
